Rod from SunsetSystems does a very good job on OpenEMR  forum in explaining how to install SQL Ledger on Windows. I summarize here what he explained then keep visiting  his post here.

1. Xampp Lite (no Perl):
2. Strawberry Perl:
DBI, DBD::Pg, Date::Calc, XML::Parser and Frontier::Responder
3. PostgreSQL:
4. Expat:
5. pexport.exe

6. Modify the first line of the various Perl scripts in SQL-Ledger to point to the correct path for the Perl interpreter.
